Trump Administration Orders 50% Canada Tariffs, Including Certain Pulp and Paper Products

The U.S. Administration's action imposes 50% tariffs on a broad range of Canadian goods, including certain pulp and paper products.

AMERICAN FOREST & PAPER ASSOCIATION, July 25, 2026 (Press Release) - On July 20, President Trump signed 3 proclamations under Section 338 of the Tariff Act of 1930. The action imposes 50% tariffs on a broad range of Canadian goods, including certain pulp and paper products.

The tariffs are scheduled to take effect August 19 in response to 'discriminatory' practices by Canada on U.S. motor vehicles, alcoholic beverages and dairy products. They cover a series of products, including forest products. The tariffs would apply regardless of United States-Mexico-Canada Agreement (USMCA) eligibility.

The pulp and paper products (category and HTS code) subject to the 50% tariff include:

• Tissue and Hygiene Papers - 4803.00.40, 4818.30.00, 4818.90.00
• Containerboard and Packaging - 4804.11.00, 4819.10.00, 4819.40.00, 4819.50.40
• Specialty Papers - 4806.20.00, 4813.10.00, 4814.20.00
• Coated and Converted Paperboard - 4810.92.12, 4811.51.20, 4811.51.40, 4811.59.60, 4811.90.80, 4811.90.90
• Converted Paper Products - 4817.10.00, 4820.10.20, 4820.30.00, 4821.90.40
• Foodservice and Molded Fiber - 4823.69.00, 4823.70.00
• Other Paper and Paperboard Articles - 4823.90.10, 4823.90.67, 4823.90.86

AF&PA raised concerns about the impact of the tariffs on the North American supply chain.

What's Next?

Negotiations between Canada and the U.S. governments will ramp up in upcoming weeks. Canada may take action in retaliation for this announcement.
