The Navigator Company to Invest EUR 115 Million for New Tissue Machine in Aveiro, Portugal

March 9, 2026 - The Navigator Company has approved an investment of around EUR 115 million for the installation of a new tissue machine at its Aveiro industrial complex located on the west coast of Portugal. The Aveiro mill currently operates one tissue machine, TM1.

The new machine will have the capacity to produce 70,000 tonnes per year of tissue paper.

The new machine will support Navigator's tissue converting operation in the United Kingdom, which the company acquired in 2024 (formerly Accrol Group). The UK converting business, now known as Navigator Paper UK, has the capacity to produce about 130,000 tonnes per year of tissue products such as rolls of toilet paper, facial tissue and paper towels.

In a press release, The Navigator Company said, "The strategic rationale behind the project is to create a more vertically integrated operation, balancing reel production with converting needs. This solution reduces exposure to the risk associated with purchasing external reels, improves efficiency and enhances the sustainability of the process, furthering Navigator's position in the European tissue market.

"It will also enable the development of products more aligned with the needs of customers in the United Kingdom, taking advantage of sustainable integration with the forest in Portugal."

Start-up of the new machine is expected in March 2028.
