Total U.S. Packaging Papers & Specialty Packaging Shipments Decreased 3% in April 2025

May 23, 2025 - The American Forest & Paper Association (AF&PA) released the April 2025 Packaging Papers Monthly report. According to the report, total packaging papers & specialty packaging shipments in April decreased 3% compared to April 2024. They were down 3% when compared to the same 4 months of 2024.

The operating rate for unbleached packaging papers was 86.5%, up 1.9 points from April 2024 and up 1.6 points year-to-date.

Shipments of the biggest subgrade in bleached packaging papers — food wrapping — were 27,700 short tons for the month of April, up 6.6% from the same month last year, and up 11.2% year-to-date.
